Abstract

District budget is one level in the government budget system. District budget is associated with the implementation of the functions and tasks of district authorities. Its role is to provide material facilities for district authorities to maintain their operations, as well as an important tool for them to manage socio-economic actitivities and maintaining local security. Khoai Chau district is the largest and the most populous district in Hung Yen province. Business actitivities of the district are mainly agricultural production, which provide a limited budget revenue to the district while the demand for economic development is high. Consequently, government butget revenues and expenditures need more attention so as revenue sources are developed and exployed and expenditures are used properly to promote economic activities in the area and improve material and spiritual living standards of the locals.
